A comprehensive or master plan is a legal document that MUST be approved by NYS. A copy is also on file with Erie County.

 

Changes to the master plan MUST be submitted to NYS for approval. Legal notices and public meetings are required to change the master plan.

 

The Evans Master Plan made developing the waterfront for public access a priority. The sale of 0.8 acres to Todd Nowak was "inconsistent" with the master plan.
